Shanghai's foreign-buyer rules bar non-residents from purchasing unless they have paid five years of local taxes, a threshold that continues to steer overseas professionals into the rental pool. The city's housing bureau reported 41,000 rental contracts registered in the first half of 2026, up 9 per cent from the same period last year.
